I do not believe it is illegal for golf courses, public or private, to set standards. This dress code is a standard of conduct that the management of South Shore golf course believes is necessary. I do not know why they created this policy. I wonder what other NYC Golf Courses do?</description>

A public golf course is public property, like a park, where there is no dress code except those that comply with local decency ordinances.  Too many (all?) municipalities allow this and I believe it's against the law.  How do we change it?  Why hasn't it been challenged before?  Why is it allowed?</description>
